Amazon's Business Hour Delivery Rate (BHDR) measures whether eligible seller-fulfilled orders to Amazon Business customers arrive during the customer's operating hours. That is a different question from whether a shipment of inventory reaches an Amazon fulfillment center. Sellers using both seller fulfillment and FBA should track these two delivery flows separately.
In its US seller announcement, Amazon states that the BHDR requirement is 90% or higher from September 30, 2026, measured over a rolling 14-day period. Amazon says it will notify sellers below the threshold and that seller-fulfilled offers may be deactivated for Amazon Business customers if the rate has not improved by October 30. The announcement expressly says FBA and retail offer eligibility are not affected by this requirement. Check the current policy and your Account Health dashboard before acting on any dated threshold or enforcement notice.
Start with the orders the metric actually covers
BHDR concerns seller-fulfilled orders to Amazon Business customers with commercial addresses. It does not measure the transit time of China-to-US freight, FBA warehouse appointments, or Amazon's delivery of FBA orders to buyers. Moving inventory into FBA may change which party fulfills future orders, but it does not retroactively fix seller-fulfilled delivery performance. Nor does a US warehouse by itself ensure that a parcel arrives during a buyer's business hours.
Review your eligible orders and the BHDR report in Seller Central. Break the results down by carrier, service, destination region, warehouse, and any other pattern your own data supports. Look for business-address deliveries outside operating hours, missed attempts, handoff delays, and unrealistic handling or transit settings. Amazon's BHDR monitoring guidance points sellers to the Account Health report and carrier-level results.
Match a local fulfillment plan to the Business order promise
If you fulfill Business orders yourself, decide where each SKU must be available before an order is placed. Stock in a US facility can remove an international customs handoff from the time between order and buyer delivery. It still needs accurate inventory records, timely warehouse dispatch, and a domestic carrier that can serve the address during its operating hours.
For your top Business SKUs, ask:
- Which location actually holds available units, and how quickly can it dispatch them?
- Which carrier services have delivered to your commercial addresses during business hours?
- Are the handling and transit times in your Amazon shipping settings supported by real warehouse and carrier performance?
- What happens when local stock is low or a carrier misses a pickup?
Amazon's announcement recommends reliable carriers and accurate handling and transit times. It also points to Automated Handling Time, Shipping Settings Automation, and Amazon Buy Shipping as tools sellers can assess. Use the settings that fit your operation and verify the resulting orders in the BHDR report; no freight route or warehouse location substitutes for that measurement.
Keep FBA replenishment separate from the BHDR fix
For eligible products, FBA is one fulfillment option to evaluate. Amazon describes FBA as a service in which it stores inventory and handles picking, packing, and customer delivery. The BHDR requirement in the US announcement does not apply to FBA offer eligibility. But an FBA replenishment shipment has its own import, destination, and receiving steps. Inventory merely marked delivered to Amazon may not yet be available to sell.
If you use both FBA and a third-party US warehouse, assign each SKU and sales channel a clear stock target. Forecast replenishment from demand and the time needed for production, international transport, customs, domestic transfer, and receiving. That helps keep seller-fulfilled promises realistic without treating every late Business delivery as a freight problem. Our US FBA restock planning guide covers the separate receiving timeline.
The right operational response depends on your actual order mix. A seller with few eligible Business orders may find carrier and settings changes more useful than changing its entire inventory network. A seller with consistent Business demand and distant stock may need to review warehouse placement and replenishment. Use your report to decide which problem exists before paying for a new shipping arrangement.
